John Riggs                                                     43                    E2&lt;br /&gt;I have contacted the Marina and I have made the following arrangements:&lt;br /&gt;Our reservations are for both Friday and Saturday nights, November 9th &amp;amp; 10th for those of you who want to make a week end of it.&lt;br /&gt; I have tentatively reserved room for 26 boats up to 14 days before the event.  This means that you must put money down to hold your reservation for the 14 days prior to the event.  They have 9 30ft slips, which will accommodate up to 40 footers set aside tentatively for us plus a 70 ft dock to which we may be able to side tie and raft up.&lt;br /&gt;To reserve your space you must do the following:&lt;br /&gt;Contact the marina 360 779 3505, reserve your space set aside for SSYC by paying at least the first night at least 14 days in advance at $.50 per foot.&lt;br /&gt; Notify me that you have paid and reserved with the marina.&lt;br /&gt; They may assign slips tentatively, but want me to do the final assignment. &lt;br /&gt; I have reserved the Community Room for both Friday and Saturday nights. &lt;br /&gt;The Charge is $50.  (We can pass the hat or divide the cost between boats) (Marie, please bring this up to the Board and let me know its wishes)&lt;br /&gt;We will use the room Saturday night for our Pajama Theater and socializing. &lt;br /&gt;Drive over SSYC members may bring sleeping bags and sleep on the floor.  (Actually skippers who bring over extra crew can sleep in the room.)&lt;br /&gt;&lt;br /&gt;12/7-8 Overnight at Elliott Bay Marina featuring our Christmas Ships cruise of Elliott Bay.&lt;br /&gt;I have contacted the Marina and have learned that no prior arrangements have been made and would not have helped us if they had. &lt;br /&gt;The situation at the Marina since last year is that:&lt;br /&gt;They have filled up, probably due to displacements at Shilshole, so that they do not have a guest dock.&lt;br /&gt;They have 9 slips on N Dock 38-40 ft, which I have reserved tentatively.  I asked for a discount, which my contact will ask the Harbor Master about. &lt;br /&gt;They have approximately 10 scattered slips through out the marina, some of which are sub-let by permanent tenants at a contract price.&lt;br /&gt;They usually have more vacancies in the fall and winter because some permanent tenants move their boats to fresh water in the winter.  But they haven’t had as many so far this year as they usually do, but next month may yield more vacancies. &lt;br /&gt;I have been a tenant there for 7 years and the Harbor Master’s Office seems really wanting to help us and they think that they can accommodate us by finding as many slips as we may need.  Soooo&lt;br /&gt;Soooo what I need is a list of Skippers committed to take slips.&lt;br /&gt;I will then negotiate the best deal I can get, most of us close together, maybe a cost break.&lt;br /&gt;List of skippers intending to take slips at Elliott Bay Marina:&lt;br /&gt;1. (It must be clean when we leave).  How we will fund this will be an issue for the Board, they are considering selling $5. tickets, any response?&lt;br /&gt;            Lea Day will be organizing the party, so stay tuned for details.&lt;br /&gt;            Gary Bradley will be our DJ,           &lt;br /&gt;&lt;br /&gt;Special Matters:&lt;br /&gt;1.                  Nudity Control (Please note:  This will be a serious discussion of a policy matter which will attempt to make serious recommendations to the Board.)   Levity is always fun, but it really has no place in this meeting.  It will have a better audience in the bar.&lt;br /&gt;a.      Please note:  At the Board meeting on October 15, this issue was discussed and referred to the Skipper’s meeting by the Board, recognizing that each skipper commands his or her own vessel and should, therefore have an opportunity to recommend to the Board a policy for the Club.&lt;br /&gt;b.      Discussion:  What issues or concerns should we protect by a policy statement, if any?  As your Fleet Captain, I see my job as facilitating a meeting where the best thinking comes out.  It is not my job to dictate.  It is my job to recommend possible courses of action that may occur to me.  Having said this, it appears to me that there are 3 separate and distinct concerns or  issues: &lt;br /&gt;                                                              i.      Concern for the rights of the consenting adult to go boating in a clothing optional environment&lt;br /&gt;                                                            ii.      Concern for the rights of a non-consenting adult to NOT find him or her self as a captive audience in a Clothing Optional environment.&lt;br /&gt;                                                          iii.      Concern for the Good Name of the Club to not be identified as a Party Club, which mixes nudity with good clean fun. &lt;br /&gt;                                                          iv.      Please feel free to suggest other concerns:&lt;br /&gt;c.       Policy to Consider:&lt;br /&gt;                                                              i.      An SSYC vessel outing where the skipper and crew knowingly sign up for a vessel that makes it known that it is either a clothing optional vessel or not a clothing optional vessel.&lt;br /&gt;1.      This concern recognizes the consenting adult theory.&lt;br /&gt;2.      It protects a new person from unknowingly finding them selves as a captive audience in an embarrassing situation.&lt;br /&gt;3.      This concern does not protect the name of SSYC from being identified with clothing optional behavior.  I.e. when the largest vessel in the raft up carries the SSYC banner, so that behavior on rafted boats is imputed to the entire club and all of its members. &lt;br /&gt;                                                            ii.      Other policies to consider for recommendation to the Board:&lt;br /&gt;1.      &lt;br /&gt;2.      &lt;br /&gt;3.      &lt;br /&gt;&lt;br /&gt;2. All had a great time at the Raft up in Port Madison. &lt;br /&gt;&lt;br /&gt;Discussion and Planning for Upcoming Events:&lt;br /&gt;September 29 NW Harvest Race, Dinner &amp;amp; Dance, and Food Drive&lt;br /&gt;1.                  Awards Ceremony will be ASAP. followed by pictures &amp;amp; auction.&lt;br /&gt;2.                  Information concerning course options, etc.  were reported on by Bruce. Development of a Rafting “Suggested Procedure/Expectations”&lt;br /&gt;a.     Failures – Contributing Causes –  May 26, 2007, Saturday&lt;br /&gt;                                                    i.     Not enough anchors. &lt;br /&gt;                                                  ii.     Anchors not appropriately placed or set, with bridles to keep clutches from slipping. &lt;br /&gt;                                                iii.     Rafted boats not properly tied together to enable proper casting off&lt;br /&gt;                                                iv.     Failure of skippers to respond to the emergency according to expectations.&lt;br /&gt;                                                  v.     Failure of crew to realize their responsibilities and to respond to the emergency according to expectations&lt;br /&gt;                                                vi.     Failure of Skippers to have keys in ignition, have flashlights available, have crew prepared for a quick disconnect procedure, have lines ready for a quick disconnect.&lt;br /&gt;3.               Good News:  We in SSYC have a high level of Competency among our Skippers and Crew in the techniques of Good Seamanship, which sorted out the issues, worked together to resolve them and disassembled the raft so that no one was hurt, and there was only minimal damage. &lt;br /&gt;4.               Suggestions for a “Procedure/Expectations” for Rafting&lt;br /&gt;a.     Most skippers forwarded their emails to all skippers so I will not repeat their comments here.&lt;br /&gt;b.     Designate a “Raft Master” who will have responsibility for instructing incoming skippers and who will have absolute authority.  One voice.  Not many cooks.&lt;br /&gt;                                                    i.     Skipper’s disagreeing with the Raft Master will go somewhere else. &lt;br /&gt;c.     Draft and adopt a “SSYC Suggested Procedure Document for Club Rafting.  Consider for inclusion the following suggestions:&lt;br /&gt;                                                    i.     Better communication.&lt;br /&gt;1.     A meeting of skippers before breakup&lt;br /&gt;2.     Sufficient time to prepare after notice that the raft is breaking up. &lt;br /&gt;3.     Sufficient time for all persons to return to their boats.  Some boats empty.&lt;br /&gt;                                                  ii.     Well thought out procedures are in Mike Brough’s email to each of you on 6/3.  See especially his “common threads”.  It seems to me to be a starting point with a good check list to use for doing our own with variations for our local conditions.&lt;br /&gt;                                                iii.     Lani Schroeder email 6/5 cautions about:&lt;br /&gt;1.     using small dinghy’s for setting anchors and&lt;br /&gt;2.     Using stern anchors.  Consider anchoring 69 style.&lt;br /&gt;                                                iv.     Bruce Kinnaman email 6/5 suggests advance planning for the Raft, who is going, and the location of the raft.  He suggests that the location in Long Branch was different than prior years which were better, shallower &amp; more wind protected.&lt;br /&gt;                                                  v.     Hal Tobie email 6/4 &lt;br /&gt;1.     Each boat have a minimum of equipment&lt;br /&gt;2.     Each boat has a check list, i.e. dingy tied up on short line, etc.&lt;br /&gt;3.     Each boat have a procedure for rapid raft break up, turn on engines, crew assignments etc.&lt;br /&gt;4.     Each skipper responsible to have his or her boat in compliance with the equipment and preparation requirements&lt;br /&gt;                                                vi. With respect to Longbranch, last week end, probably all of our expectations were not met as many of us experienced and some of us observed the raft break up at 3:30 AM Saturday night. Please feel free to forward this invitation for a shared dialogue to any interested crew person.&lt;br /&gt;&lt;br /&gt;Perhaps it would be a good idea to agree on a common expectation at SSYC raft ups. For example "all boats over 30 feet will put out and set an anchor".  I am not advocating this particular requirement but only mention it as an example to encourage a discussion.&lt;br /&gt;It is probably a good idea to try to sort out and reconstruct where each boat was in the raft up and who had anchors out to try to identify how to prevent a recurrence.&lt;br /&gt;&lt;br /&gt;When emergencies occur, MOB, sudden squall, unexpected medical emergency or accident, engine failure, jammed rigging or rigging failure when wind gusts, anchor caught on obstructions, some skippers have an expectation that each crew person has a responsibility to help resolve the emergency to the extent of that crew person's experience and knowledge. Other skippers may regard crew persons as passengers like on an Argosy Commercial Tour Boat. Some crew persons may regard them selves as falling into either category. It seems to me that we need to have an understanding between us all as to what our expectations are and what other person's expectations are.&lt;br /&gt;&lt;br /&gt;Please email to me your best thinking and suggestions as to causes of the Longbranch experience and thinking for the future.&lt;br /&gt;&lt;br /&gt;It will help me frame the agenda for the next Skipper's meeting on June 11, 2007.
